화강암 석축 홍예문 위에 정면 3칸, 측면2칸의 우진각지붕 누각이 서있다. 홍예문 천정에는 넓은 판을 대고 용을 그려 왕궁으로서의 위엄을 나타내고 있다. 조선총독부 청사가 있었을 때는 경복궁의 정문으로 사용되기도 했다.
