다산의 유배시절에는 없던 건물인데, 돌아가신 정조대왕과 흑산도에서 유배 중인 형님 정약전이 그리울 때면 이 언덕에 서서 강진만을 바라보며 스산한 마음을 달랬을 것이라는 생각으로 1975년 강진군에서 새로 세웠다.
The name Cheonilgak is an abbreviation of Cheonaeilgak, which means 'the edge of the sky'.
This building did not exist during Dasan's exile, but it was built in 1975 in Gangjin-gun, thinking that when he missed the deceased King Jeongjo and his brother Jeong Yak-jeon, who was in exile in Heuksando, he would have stood on this hill and looked at Gangjin Bay to soothe his gloomy mind.
