조선 시대 서울특별시 도봉구에 설치된 숙박 시설. 원(院)은 조선 시대 수령, 공용 여행 중인 관원, 기타 일반민의 여행 등에 편의를 제공하기 위한 목적으로 주요 도로상에 설치된 일종의 숙박 시설이다. 현재의 서울특별시 도봉구 경내에는 다락원[樓院]이 설치되어 있었고 그 터가 남아 있다. 조선 시대에는 서울을 중심으로 각 지역으로 향하는 주요 도로가 있었다. 또한 각 도로는 대·중·소의 등급을 정하였고, 주요 거점에는 역(驛)을 두었다. 원은 주로 역과 역 사이에 배치되는 경우가 많았으며 공용 여행에 숙박 시설로 이용하기 위해 설치하였다. 조선 개창 후 태조 즉위년 개국공신 조준(趙浚)과 배극렴(裵克廉)의 상소를 통해 원을 설치하기 시작하였다. 공무 출장과 수령에게는 숙식이 무상으로 제공되었으나 연회 등은 금지되었다. 기본적으로는 공용 목적으로 사용하기 위한 시설이었으나, 상인이나 민간 여행자들도 숙박 시설로 이용할 수 있었다. 다락원은 서울에서 함경도와 경기 북부 지역으로 이어지는 주요 도로의 분기점에 위치하고 있어 이 지역을 왕래하는 관원 및 상인 등에게 편의를 제공하려는 목적으로 설치되었다. 『선조실록(宣祖實錄)』 권73, 선조 29년[1596] 3월 을해조에는 “광주는 광진(廣津)으로 옮기고 양주는 누원으로 옮겨 경성(京城)을 호위하는 것이 매우 편리하며 유익할 것이라고 생각합니다. 조종조가 기전(畿甸)에 큰 읍을 포치한 것이 역시 이러한 연유에서입니다”라는 비변사의 건의가 기록되어 있다. 이는 누원이 서울 인근 지역에서 매우 중요한 곳에 입지하고 있음을 의미한다. 또 『선조실록』 권145 선조 35년 1월 신축조에는 “양주 누원 도로가에 거주하는 호인(胡人)들은 자기네들끼리 한 마을을 이루어 살고 있고”라 하여 누원 인근에 모여 사는 향화인(向化人)[야인(野人)·왜인(倭人)으로서 투화(投化)해 온 사람]에 대한 기사가 나타난다. 『영조실록(英祖實錄)』 권16, 영조 4년[1728] 3월 경오조에는 “양주 목사 유척기(兪拓基)에게 진어사(鎭禦使)를 겸하게 해 본 주의 군사를 거느리고 누원에 진을 치게 하였다”라는 기록이 보여 누원의 입지가 서울 방어의 측면에서 매우 중요한 곳이었음을 드러낸다. 『영조실록』 권17 영조 4년 4월 임오조에는 “서로(西路)의 검암점(黔巖店)과 동로(東路)의 누원점(樓院店)은 모두 별장(別將)이 있으니, 이제 마땅히 기포(譏捕)가 보통이 아닐 것이오며”라 하여 누원점에 별장이 배치되어 있으므로 형찰(詗察)이 매우 엄격할 것임을 말한 기사가 있다. 당시 누원점이 상업적으로 번성하고 있었고 그에 따라 별장이 배치될 정도로 중요한 곳이었음을 확인할 수 있다. 『정조실록(正祖實錄)』 권35 16년[1792] 9월과 이후 일련의 기사에서는 광릉(光陵)을 참배하러 가는 정조가 누원을 경유하는 것을 확인할 수 있다. 당시 이 지역의 교통로가 규모가 크고 중요한 곳이었음을 나타낸다. 그뿐만 아니라 『1872년 지방 지도』「양주 지도」에는 서울에서 이어지는 도로가 붉은색 선으로 그려져 있고, 해등촌면과 함께 누원점을 표시하고 있다. 다락원은 누원을 우리말로 쓴 것으로, 다락[樓]으로 된 원집[院宇]이 있었기 때문에 붙여진 이름이다. 누원의 설치 시기에 대해서는 정확한 기록이 없다. 『선조실록』에 정유재란(丁酉再亂) 이후 많은 향화인들이 누원에 모여 살았음은 전술하였다. 또한 누원은 서울 동북부의 교통 요지로서 상업이 번성한 곳이었다. 조선 후기에는 특히 함경도와 경기도 북부로 이어지는 도로의 분기점에 위치하고 있어 서울로 유입되는 어물(魚物)을 이 지역의 상인들이 독점하였고 큰 규모의 장시(場市)가 형성되어 있었다. 현재 도봉산역 환승 주차장 인근에 다락원 터가 남아 있다. 다락원의 설치는 이 지역이 이미 교통의 요지이었음을 보여 주는 것이라 하겠다. 교통상의 요지에 힘입어 인근에는 큰 장시가 형성되었음을 통해 당시 도봉 지역의 상업적 번성을 짐작할 수 있다.
